It‘s 1991, and incompetence and corruption run deep in this city of dilapidated morals. So when a desperate man goes on a murderous rampage, it’s not surprising the police charge an innocent man for the crimes. If the killer is going to be reigned in, it’ll be up to the underboss of a local mafia family and his crew to track him down and see to it justice is served.
